Msemaji wa jeshi la Ufaransa, amesema hata kama watafahamu kiongozi huyo wa LIbya yuko wapi, hawatamshambulia.

Umoja wa Mataifa ulipitisha muswada wa kulinda raia, wakati Kanali Gaddafi akipambana na waasi, katika ghasia zilizozuka mwezi uliopita.

Siku ya Jumapili, waziri wa ulinzi wa Uingereza Liam Fox alisema kumlenga Gaddafi huenda "ukawa uwezekano".



Hata hivyo siku ya Jumatatu, mkuu wa majeshi wa Uingereza Jenerali Sir David Richards alisema kumlenga Kanali Gaddafi pekee "hairuhusiwi chini ya muswada wa Umoja wa Mataifa".

PRESIDENT MUSEVENI GETS 4th TERMS ON SUNDAY , 20th FEBRUARY, 2011



PRESIDENT Yoweri Museveni, the flag-bearer of the National Resistance Movement party, was yesterday declared the winner of the February 18, 2011 presidential election.

The Electoral Commission chairman, Badru Kiggundu, declared Museveni the winner at Namboole stadium at 4:26pm before journalists and election observers.

Museveni polled 68.3% of the votes cast, while his closest rival, Col. Kizza Besigye, of the Forum for Democratic Change, got 26% of the 8,272,760 votes cast.

This means that Museveni’s support rose by 10% compared to his score in the 2006 presidential election when he secured 59.2%.Besigye scored 37.3% of the votes in 2006, which means his support has dropped by 11%.

In terms of actual votes, Museveni’s votes went up by over one million from 4.1m in 2006 to over 5.4m in 2011 polls. On the other hand, Besigye’s votes dropped from 2.6m in 2006 to slightly over 2m this year.

Museveni also received more votes during this election than what he got in 2001 when he garnered 5.1million votes. But Besigye’s votes dropped to almost the same amount he polled in the 2001, where he had 27.7% of the votes.

According to the results released by the commission yesterday, President Museveni won in all regions receiving 62.7% of the votes in central, 68.2% in eastern; 56.9% in northern and 80% in western. On the other hand, Besigye polled 31.7% in central; 28% in eastern; 26% in northern and 18% in western.

The UPC flag-bearer scored 7.2% in northern Uganda, beating Norbert Mao, who got 6.4% in the region. But Mao got 2.3% of the votes in central region, surprisingly beating Beti Kamya, who got 1.5%, as well as Bidandi Ssali, Abed Bwanika and Samuel Lubega, who each got less than one percent in their home regions. Kamya campaigned on a platform of federalism.

Besigye yesterday rejected the results, alleging fraud in the electoral process.

Out of the 13,954,129 registered voters, 8,272,760 voted, translating to 59.29% of registered voters.

The commission released results from 23,856 polling stations out of a total of 23,968. In 2006, the voter turnout stood at slightly over 69%.

Though the 2011 campaigns were largely peaceful, isolated incidences of violence were registered in the eastern districts of Mbale and the West Nile district of Arua.

Speaking to journalists after announcing the results, Kiggundu called upon the candidates who lost in the elections to concede defeat. He asked Ugandans to remain calm.

The commission said the process was free and fair and asked those with complaints to register them.

Kiggundu said the commission could have made some mistakes in the process but added that the mistakes did not affect the results.

He said it was good that Besigye had not declared his own results as he had planned to do. He reiterated that only the commission was mandated by law to ascertain and declare the results.

On display of ticked ballot papers by Besigye at a press conference on Saturday, Kiggundu said: “This is not the first time he is doing that. This time around the security agency will take him on and ask him to explain where he got them from.”

The commission denied allegations of rigging but promised to look into grievances raised by the election observers.

Present at the announcement was the Inspector General of Police, Maj. Gen. Kale Kayihura, who warned the public against riots, saying “the iron arm of the law will deal with them.”

“Wherever there are any grievances, there is a procedure in place provided by the Constitution for addressing such. If anybody does not abide by the law, the full force of the law will came down upon them,” he added.

            Living a life with purpose
          Introduction to Goal Setting
      Goal setting is a very powerful technique that can improve all areas of your life. The process of setting goals and targets allows you to choose where you want to go in life
      By knowing precisely what you want to achieve, you know what you have to concentrate on and improve, and what is merely a distraction
      Goal setting gives you long-term vision and short-term motivation.
      It helps to focus your acquisition of knowledge and helps you to organize your resources
      By setting sharp, clearly defined goals, you can measure and take pride in the achievement of those goals. You can see forward progress in what might previously have seemed a long pointless grind
                         By setting goals you can:
      Achieve more
      Improve performance
      Increase your motivation to achieve
      Increase your pride and satisfaction in your achievements
      Improve your self-confidence
      Plan to eliminate attitudes that hold you back and cause unhappiness.
                  
                   Goal Setting Helps Self-Confidence
      By setting goals, and measuring their achievement, you are able to see what you have done and what you are capable of.
      The process of achieving goals and seeing their achievement gives you the confidence and self-belief that you need that you will be able to achieve higher and more difficult goals
                

   Setting Goals Effectively
      Positive Statement: express your goals positively:
      Be Precise: if you set a precise goal, putting in dates, times and amounts so that achievement can be measured, then you know the exact goal to be achieved, and can take complete satisfaction from having completely achieved it.
      Set Priorities: where you have several goals, give each a priority. This helps you to avoid feeling overwhelmed by too many goals, and helps to direct your attention to the most important ones.
      Write goals down to avoid confusion and give them more force.
      Keep Operational Goals Small: Keep the goals you are working towards immediately small and achievable. If a goal is too large, then it can seem that you are not making progress towards it.
Effective Goal Setting
      The first and most important aspect of goal setting is defining your chief aim, your Definite Purpose in life.
      It must be something that excites you, something that you and only you can be the best at. Something that will bring you and others lots of joy.
      Although it is not a matter of life and death and you can change it later on, spend some time finding your Definite Purpose
      Also, problems, and life in general can be divided into three main areas: Health, Finances and Relationships
      There are other methods, but for the time being, focusing on these areas and bringing them to the point you want them to be is a very effective way of bringing balance and happiness into your life

Exercise 1
      Imagine your life is just the way you want it, write out everything you have or have achieved in terms of health. (Fitness level, weight, strength, appearance, diet, sports performance, energy, etc) [Recommended time: 5 min]
      When you are done, rank those goals in level of importance as A – an absolute must, B – would love to do/have it, C – it’s nice but I can live without it. [Recommended time: 2 min]
Exercise 2
      Imagine your life is just the way you want it, write out everything you have or have achieved in terms of finances. (Money in the bank, yearly/monthly income, investments, businesses/career/job, residual/passive income, debt freedom, charity, retirement fund, kid’s college fund, etc) [Recommended time: 5 min]
      When you are done, rank those goals in level of importance as A – an absolute must, B – would love to do/have it, C – it’s nice but I can live without it. [Recommended time: 2 min]

      Imagine your life is just the way you want it, write out everything you have or have achieved in terms of relationships. (Husband/wife/significant other, children/grand children, friends, social life/PR, spiritual connection, business related alliances, etc) [Recommended time: 5 min]
      When you are done, rank those goals in level of importance as A – an absolute must, B – would love to do/have it, C – it’s nice but I can live without it. [Recommended time: 2 min]

Setting Realistic Goals
Goals may be set unrealistically high for the following reasons:
      Other people: Other people (parents, media, society) can set unrealistic goals for you, based on what they want. Often this will be done in ignorance of your goals, desires and ambitions.
·       Insufficient information: If you do not have a clear, realistic understanding of what you are trying to achieve and of the skills and knowledge to be mastered, it is difficult to set effective and realistic goals.
·       Always expecting your best performance: Many people base their goals on their best performance, however long ago that was. It is better to set goals that raise your average performance and make it more consistent.
·       Lack of respect for self: If you do not respect your right to rest, relaxation and pleasure in life then you risk burnout.
Setting Goals Too Low
Alternatively goals can be set too low because of:
      Fear of failure: If you are frightened of failure you will not take the risks needed for optimum performance.
      As you apply goal setting and see the achievement of goals, your self- confidence should increase, helping you to take bigger risks. Know that failure is a positive thing: it shows you areas where you can improve your skills and performance.
      Taking it too easy: It is easy to take the reasons for not setting goals unrealistically high as an excuse to set them too low.
      If you're not prepared to stretch yourself and work hard, then you are extremely unlikely to achieve anything of any real worth



Setting Goals at the Right Level
      Setting goals at the correct level is a skill that is acquired by practice. You should set goals so that they are slightly out of your immediate grasp, but not so far that there is no hope of achieving them:
      No-one will put serious effort into achieving a goal that they believe is unrealistic. However, remember that the belief that a goal is unrealistic may be incorrect.

Thinking a goal through
When you are thinking about how to achieve goals, asking the following questions can help you to focus on the sub-goals that lead to their achievement:
      What skills do I need to achieve this?
      What information and knowledge do I need?
      What help, assistance, or collaboration do I need?
      What resources do I need?
      What can block progress?
      Am I making any assumptions?
      Is there a better way of doing things?
